Can't create new section in SOME section groups

Hi,

I have a couple of section groups which won't allow me to create a new
section, create a new section group, or rename a section group (these options
are greyed out on the context menu). All other section groups are fine.

Can anybody give me any pointers as to what may be wrong?

Does it say read-only in the titlebar?
